The main objective of the company is to implement the highest quality projects for maritime safety and security in the most cost-effective manner through the strategic utilizatiion of limited resources for the Philippines.  This can only be achieved once a clear picture of the existing situation in the field of maritime safety and security, showing the gaps and overlaps as well as potentials for institutional reforms, can be identified and assessed.  This would greatly help to rationalize program and project formulation for maritime safety and security in the Philippines and therewith pursue a more focused Country Assistance Strategy and Program.
